Regional Vice President

Kelsey L. Rushing, Esq.

Fraternal Biography

Kelsey L. Rushing is a native of Carthage, Mississippi. He is a 1999 graduate of Cumberland School of Law, at Samford University. He received his Bachelor’s Degree and Master’s Degree in Political Science from the University of Southern Mississippi.

After graduating from Cumberland, Kelsey was in private general practice where he worked in chancery court practice, personal injury, workers’ compensation, bankruptcy, and criminal defense. He was a founding partner of Smith Rushing Cotton & Robinson, PLLC. Kelsey has worked primarily in the areas of personal injury, mass tort, medical malpractice, and corporate defense. He has worked in all areas of litigation, including trial and trial preparation. He has also worked with the City of Canton City Council and Board attorney for the Canton Housing Authority. Presently, he is an attorney with the Mississippi Office of Capital Defense.

In addition to being a Life Member of Alpha, he is a member of the Mississippi Bar Association, the National Bar Association, the American Bar Association, the Magnolia Bar Association, Mississippi Association of Justice, and 100 Black Men. He coached youth football for the Canton Bengals and served as a coach for Madison Central High School’s mock trial team.

Bro. Rushing was initiated into the Mu Xi Chapter at Southern Mississippi in the Spring of 1992, and is Charter member of Rho Xi Lambda in Canton, MS. In his 25 years as an active member, Bro. Rushing has served on various District, Regional, and National committees. He has served as the legal counsel and Executive Director for the District of Mississippi and is the Ninth District Director for the State of Mississippi.

Brother Rushing is married to the former Yumeka C. Burt, Esq., and they are the proud parents of three daughters Kennedy, Sydney and Grace.

Emmanuel Blake Dawson

Fraternal Biography

Brother Emmanuel Blake Dawson is a senior, Supply Chain Management major at Florida A&M University. Brother Dawson, a Spring 2018 initiate via the Beta Nu Chapter, has interned with Brown-Forman (Office of Diversity & Inclusion), Domino’s Pizza (Florida Supply Chain Center), Eli Lilly (Global Logistics), and Walmart (Corporate Headquarters). Prior to his election as Assistant Regional Vice President, he served as Correspondence Secretary for the Beta Nu Chapter of Alpha Phi Alpha Fraternity, Inc. On campus, he is an officer with Alpha Kappa Psi Professional Business Fraternity and serves as a leader in his business school.

Brother Emmanuel Dawson’s vision for Alpha Phi Alpha is “to take things back to the basics of Jewel Chapman who was known as a ‘Brother beloved in the bonds.’ I want Brothers from all around the world to become more interconnected and see clearly into the future together.”

Executive Director

Carlos D. Smith

Fraternal Biography

Carlos D. Smith, a native of Collins, Mississippi (Covington County), is a 2005 Magna Cum Laude graduate of Tougaloo College. Brother Smith is a 2002 initiate of Alpha Phi Alpha Fraternity, Inc., via the Gamma Upsilon Chapter, where he served as Chapter Vice President, Recording Secretary, and Parliamentarian, in addition to several committee chairmanships. Brother Smith remained active by joining the Alpha Epsilon Lambda Chapter (Jackson, Mississippi). Since being a member of the Chapter, he has served as Recording Secretary (2 terms), Director of Educational Activities (2 terms), and Historian, in addition to serving as chairman for several committees. Carlos served on the Chapter’s Educational Foundation, Alpha Foundation, Inc., Board of Governors as Secretary (10 years). Brother Smith has represented the Chapter on the Metro Jackson Pan-Hellenic Council resulting in a term as Council Treasurer. Currently, Brother Smith is a member of Epsilon Xi Lambda (Mound Bayou, Mississippi).

Smith, a life member of Alpha Phi Alpha Fraternity, Inc., has been active within the District of Mississippi and the Southern Region. District positions include: Oratorical Competition Coordinator, Awards and Achievements Chairman, Special Assistant to the District Director, Area Chief Dean, Chief Dean of IMDP, Director of Conventions and Meetings, and Executive Director. He also serves as Secretary of the Mississippi Alpha Network Educational Foundation, Inc. Prior to be appointed as Regional Executive Director, Brother Smith served as the Region’s Oratorical Competition Coordinator (2009-2017).

Professionally, Carlos, who received the masters of education (English), specialist (educational leadership) and doctorate (curriculum and instruction) from Mississippi College, serves as an educational consultant using his experiences in P-12 (as a teacher and administrator) and higher education (as a professor and administrator). Currently, he is the director of Institutional Effectiveness at Southwest Tennessee Community College in Memphis, Tennessee. Brother Smith also serves as Managing Director of Westhaven Memorial Funeral Home, Inc. (Magee Branch), the largest African American funeral home in Mississippi. In addition to his fraternal involvement, Brother Smith holds membership and leadership positions in several civic, professional, and ecumenical organizations.
